i ordered one online and never recieved it.. thye say they delivered it. can they locate it, and turn it off on who ever has it?

Nope. The Garmin is just a receiver, not a transmitter that can give its location. As for the vendor claiming that it was delivered, big deal. Prove it. Who signed for it? If a signature wasn’t required, there is no way for them to state that it was, or wasn’t, delivered. Only that it was shipped. If you paid by credit card, dispute the charge on your statement. If you used Paypal, notify them. If you sent a check or cash, shame on you.
